  305. Osman</span>, special coordinator for
  306. Yezidi refugees in the </span><a style="font-weight: bold; font-style: italic;" href="http://www.krg.org/?l=12">Kurdistan Regional Government (KRG)</a><span style="font-style: italic;">, revealed that </span><span style="font-weight: bold; font-style: italic;">234 Yezidis</span><span style="font-style: italic;"> have freed from the clutches of the
  307. Islamic State (ISIS), 150 of them females, and many as young as 12. He
  308. said the KRG had helped either through facilitating the escape of
  309. victims or in some cases paying &#8220;a sort of&#8221; ransom. Osman added that
  310. once information was obtained about a victim, there was a &#8220;complicated
  311. mechanism&#8221; to secure release. He said various sums were paid &#8211; once
  312. $20,000 for five women, and that the total money paid was about $1.5
  313. million. &#8220;In all cases, helping them get to safe places has been our
  314. primary objective,&#8221; Osman said.&nbsp; He added that all the victims
  315. were being returned to their communities, and welcomed without stigma,
  316. despite reports of sexual abuse of Yezidi girls in captivity. <br>
  317.       </span>Here is an edited transcript of the interview<span style="font-style: italic;">:</span>
  318.       <ul>
  319.         <li><span style="font-style: italic;"><span style="font-weight: bold;">Rudaw</span>: Can you confirm media reports
  320. that nearly 200 abducted Yezidis were rescued, and explain how they
  321. were rescued?</span></li>
  322.         <li><span style="font-style: italic;"><span style="font-weight: bold;">Nuri Osman</span>: According to our
  323. estimate, <span style="font-weight: bold;">234 people have been
  324. rescued, 150 females and 84 males</span>. Obviously, <span style="font-weight: bold;">by female we mean both adult women but also
  325. a number of young girls</span>. And then we have both <span style="font-weight: bold;">men and young boys</span>.</span></li>
  326.         <li><span style="font-style: italic;"><span style="font-weight: bold;">Rudaw</span>: How were they rescued, and
  327. who was behind the operations? In some cases we have paid some sort of
  328. ransom, in other cases we just facilitated their escape. </span></li>
  329.         <li><span style="font-style: italic;"><span style="font-weight: bold;">Nuri Osman</span>: There was a complicated
  330. mechanism that is hard to explain. This was done under direct order and
  331. supervision of the president and the prime minister (of the Kurdistan
  332. Region). Each rescue mission is a unique story.</span></li>
  333.         <li><span style="font-style: italic;"><span style="font-weight: bold;">Rudaw</span>: Are the rescued Yezidis now
  334. all together or were they in different groups?</span></li>
  335.         <li><span style="font-style: italic;"><span style="font-weight: bold;">Nuri Osman</span>: No, they have been
  336. rescued on different occasions and are separate from each other.</span></li>
  337.         <li><span style="font-style: italic;"><span style="font-weight: bold;">Rudaw</span>: Have you paid any ransom?</span></li>
  338.         <li><span style="font-style: italic;"><span style="font-weight: bold;">Nuri Osman</span>: In some cases we have
  339. paid some sort of ransom, in other cases we just facilitated their
  340. escape. In all cases, helping them get to safe places has been our
  341. primary objective.</span></li>
  342.         <li><span style="font-style: italic;"><span style="font-weight: bold;">Rudaw</span>: Is the ransom paid directly
  343. to the ISIS gunmen or is there a middle man?</span></li>
  344.         <li><span style="font-style: italic;"><span style="font-weight: bold;">Nuri Osman</span>: There are different
  345. middle men who help us. We pay the ransom through these people and get
  346. our abducted people back.</span></li>
  347.         <li><span style="font-style: italic;"><span style="font-weight: bold;">Rudaw</span>: You have earlier said that
  348. you will rescue them with internal and external efforts. What did you
  349. mean by external effort?</span></li>
  350.         <li><span style="font-style: italic;"><span style="font-weight: bold;">Nuri Osman</span>: Some of them are not
  351. held in Iraq. Some of them have been transferred to Syria. We have had
  352. efforts even there. We have rescued people from Syria, both men and
  353. women. So far, we have assisted 30 people to come back from Syria.</span></li>
  354.         <li><span style="font-style: italic;"><span style="font-weight: bold;">Rudaw</span>:&nbsp; Is the Syrian
  355. government assisting you? So far, we have assisted 30 people to come
  356. back from Syria.</span></li>
  357.         <li><span style="font-style: italic;"><span style="font-weight: bold;">Nuri Osman</span>: No, in no way. We mostly
  358. use our own private connections.</span></li>
  359.         <li><span style="font-style: italic;"><span style="font-weight: bold;">Rudaw</span>: Who helped you in Syria?</span></li>
  360.         <li><span style="font-style: italic;"><span style="font-weight: bold;">Nuri Osman</span>: They are locals but not
  361. necessarily Arabs. There are some Kurds, too. But I really don&#8217;t want
  362. to get into details for security reasons.</span></li>
  363.         <li><span style="font-style: italic;"><span style="font-weight: bold;">Rudaw</span>: Who pays the ransom? Is it
  364. the Kurdistan Regional Government?</span></li>
  365.         <li><span style="font-style: italic;"><span style="font-weight: bold;">Nuri Osman</span>: Yes, it is. In many
  366. cases locals give us information and we do our best to help the
  367. abducted to safety.</span></li>
  368.         <li><span style="font-style: italic;"><span style="font-weight: bold;">Rudaw</span>: If anyone has information,
  369. how can you be contacted?</span></li>
  370.         <li><span style="font-style: italic;"><span style="font-weight: bold;">Nuri Osman</span>: We have special teams
  371. that consist of local Yezidis. We have also been in touch with the
  372. newspapers and the media in general. I&#8217;m from Shingal myself so people
  373. can directly contact me.</span></li>
  374.         <li><span style="font-style: italic;"><span style="font-weight: bold;">Rudaw</span>: How big has the ransom been?</span></li>
  375.         <li><span style="font-style: italic;"><span style="font-weight: bold;">Nuri Osman</span>: We have not paid ransom
  376. for all of them. Some have fled and some have needed our assistance to
  377. flee. But in all cases, we have facilitated their escape one way or the
  378. other. The amount of the ransom has not particularly been high. Just as
  379. an example, we paid $10,000 for the return of two men this week. We
  380. paid $20,000 to bring back five women. In total we have spent over $1.5
  381. million. Then there has been transportation costs. In some cases the
  382. rescued Yezidis had to cross Islamic State territory again on their way
  383. back to Kurdistan and we had to pay more to safeguard their return.</span></li>
  384.         <li><span style="font-style: italic;"><span style="font-weight: bold;">Rudaw</span>:&nbsp; What about reports that
  385. ISIS is selling people. Just as an example, we paid $10,000 for the
  386. return of two men this week. We paid $20,000 to bring back five women. </span></li>
  387.         <li><span style="font-style: italic;"><span style="font-weight: bold;">Nuri Osman</span>: Well, some manage to
  388. flee ISIS and then call their relatives, who inform us and we help
  389. through our local friends and connections to bring them safely to
  390. Kurdistan. But in some cases we have paid ransom specifically to those
  391. who have rescued people. What&#8217;s important is to bring the people back
  392. to Kurdistan.</span></li>
  393.         <li><span style="font-style: italic;"><span style="font-weight: bold;">Rudaw</span>: Isn&#8217;t this some sort of
  394. moneymaking on the part of the middle men?</span></li>
  395.         <li><span style="font-style: italic;"><span style="font-weight: bold;">Nuri Osman</span>: No, I don&#8217;t think so,
  396. because we have follow-ups. We study each case and then decide to pay
  397. the ransom.</span></li>
  398.         <li><span style="font-style: italic;"><span style="font-weight: bold;">Rudaw</span>: Does this only involve the
  399. Mosul area or have you paid for the return of people in other areas as
  400. well?</span></li>
  401.         <li><span style="font-style: italic;"><span style="font-weight: bold;">Nuri Osman</span>: We have paid people in
  402.
