  3. reports in our file, there is a
  4. description
  5. of an
  6. experiment on an epileptic mental patient. The report states that the
  7. woman
  8. has been in asylums for a long time, she is worried about her daughter,
  9. and suffers from economic hardship. Electrodes measuring 12 centimeters
  10. have been stuck into her brain, 5 centimeters of them inside the brain
  11. tissue. She is interviewed while being given periodic electrical
  12. stimulation.
  13. The woman is tossed between various emotional states and finds that
  14. strange
  15. words are coming to her mind. She experiences pain and sexual desire.
  16. At
  17. the end of the interview, she becomes flirty and her language becomes
  18. coarse,
  19. only to be ashamed later and ask to be excused for words that she felt
  20. had come to her from outside. <span style="font-weight: bold;">The
  21. woman has been transformed into a
  22. speaking
  23. doll</span> that unwillingly gives voice to her brain's every whim. <br>
  24. Delgado, who had
  25. previously been so flattered by two
  26. artists
  27. being interested
  28. in his work, now seems to be looking at us with new eyes. Who are we?
  29. And
  30. what do we want? His tone is short and sharp. The temperature in the
  31. apartment
  32. has dropped a few degrees. In <span style="font-weight: bold; font-style: italic;">Physical
  33. Control of the Mind</span>,
  34. Delgado proudly sums
  35. up how
  36. he has <br>
  37.       </p>

  39. electrodes
  40. implanted for days or months to block thought,
  41. speech, and movement, or to trigger joy, laughter, friendliness, verbal

  45. mind,
  46. we ask him what therapeutic results came from these experiments.<br>

  75. the 60s of "<span style="font-weight: bold;">the precise
  76. interface
  77. between brain
  78. and machine</span>," it gave rise to a number of far-fetched
  79. military visions.
  80. His research was also mainly funded by military institutions such as
  81. the <a href="http://www.navy.mil/local/onr/"><span style="font-weight: bold; font-style: italic;">Office of Naval Research</span></a>
  82. and the <a href="https://new.trinity.edu/sites/default/files/file_attachments/2016-repperger-intern-project-brochure.pdf"><span style="font-weight: bold; font-style: italic;">Air Force

  85. In the US, the CIA
  86. and government research in (and use
  87. of)
  88. different
  89. means of behavior control was made public in a series of congressional
  90. hearings in 1974 as well as in a Senate investigation three years
  91. later.
  92. Witnesses offered a glimpse of the CIA's astonishing experiments in the
  93. so-called MK-Ultra program. The list of MK-Ultra experiments is like a
  94. group photo of the extended family of behavioral technologies:

  107. were examined after a period of being radiated, it was discovered that
  108. they had undergone changes in their chromosomes and blood. The

  110. at the embassy was later reported to have increased white blood cell
  111. counts
  112. of up to 40 percent. The <span style="font-weight: bold; font-style: italic;">Boston Globe </span>reported
  113. that
  114. the
  115. ambassador
  116. himself suffered not only from bloody eyes and chronic headaches but
  117. also
  118. from a blood disease resembling leukemia. <br>

  142. any hesitation but he denies being involved in

  146. testified in front of Congress at the
  147. MK-Ultra
  148. hearings

  260. publications, though some of the phrases do occur in his book Physical
  261. Control of the Mind. The sole reference to Delgado in the Congressional
